Eisenhower shifts their problems on to me.....

The Eisenhower "No Smoking On Campus" rule may be great for them but it does mean that when their employees want to smoke the park on John L Sinn - where I live and where I have the problem of second hand smoke in my yard every day, cigarette stubs and trash on the side road, and even trucks from their suppliers running their engine for 20 minutes whilst they take a break.  So far both my attempts and those of Rancho Mirage City have drawn a blank - Eisenhower's response is that they will not provide a smoking zone on campus because they offer incentives for their people to quit smoking - IT'S NOT WORKING GUYS!
How can Eisenhower think it is acceptable and ethical to pass their problem onto the public?  Or when I present with second hand smoke health issues will they be paying the health bill???  If anyone from Eisenhower is reading this, please step up, take responsibility and open your eyes - people will smoke whether you offer incentives of note.  They are your people, deal with them rather than turning a blind eye.
